Kagar: War on the People of India

Operation Kagar, termed by the Indian state as the “final war” on Indian revolutionaries and left-wing activism, has seen widespread violence, killings, torture, and imprisonment against people in India. We ask: is it a crime to struggle for a better world?

Who are we?

Jal-Jangal-Jameen USA is an anti-capitalist, anti-caste, South Asian organization supporting people’s struggles in India. We work towards building international solidarity from right here, in the belly of the beast of U.S. imperialism.

Our name comes from the slogan raised by Komaram Bheem, a Gond Adivasi, during the 1930s. Bheem led a guerrilla revolt of Gonds against the Nizam (king) of Hyderabad kingdom and his abuses against Adivasi and caste-oppressed people. The slogan literally means Water-Forest-Land.

We believe that the Indian State is a Hindutva Fascist project that only serves the imperialists and big corporations. Our mission is to expose the crimes of the Indian State and other reactionaries, and to spread awareness of these crimes in in the U.S.

2005

Salwa Judum

The Indian State created the Salwa Judum as a reactionary paramilitary group to attack any and all working people in areas of high Maoist activity. While claiming to be for peace, in actuality it forced Adivasi people into concentration camps, and had many documented human rights abuses.

2009

Operation Green Hunt

The Indian State created Operation Green Hunt as part of a new escalation in their counterinsurgency strategy. This was an escalation of the militarization of Indian society, with modern military technology being pointed at rural indigenous communities. This resulted in widespread land-grabbing.

2015

National Action Plan

A formalization of the militarization of Indian society. A joint national command was formed by the State against the Maoist movement. This Action Plan centralized further the efforts at the militarization of Indian society into the hands of the national government.

2017

Operation Samadhan-Prahar

In 2016, the Indian State set a goal of eradicating Maoists from the country by the end of the year, terming this “Mission 2016”. This completely failed, and in response they launched Operation Samadhan, under which the State constructed at least 350 paramilitary camps, and unleashed even further military attacks on Adivasis.

2022

Surajkund Scheme

An escalation of the prior Operation Samadhan, this Scheme formalized the practice of drone-based aerial bombings and expanded the already unconstitutional powers of the National Investigation Agency and Enforcement Directorate. This was a tipping point in the militarization of India, whereby the State formally adopted the use of military tactics on the people.

2024

Operation Kagar

The Indian State set a date of March 31, 2026, to fully eliminate Maoists from the country. While they will not reach this goal, it is immensely clear that in their push to accomplish this they have pushed the militarization, attacks, and repression into overdrive. This genocidal policy only serves the Indian ruling class, who kill working and indigenous people in order to make a profit.
